Commissioning/M&V

Commissioning-M&V Button PictureL&S provides system commissioning and retro-commissioning to many of our clients. The retro-commissioning process requires a project team with in-depth knowledge of and experience with the building energy systems being retro-commissioned. For each retro-commissioning project a staff of senior and junior engineers will be selected that have relevant experience with the systems and building type – for retro-commissioning must consider the technologies and systems as well as the building type and application.

Unlike many in the industry, we approach retro-commissioning projects (and commissioning projects) without a pre-disposed approach. It is our philosophy that the scope and breadth of each retro-commissioning project must first be defined, with expectations set by the customer, before a work scope and approach can be put into a task work order proposal. We have provided services where only one or two systems were included in our work scope; and other projects where we have provided fully comprehensive services focusing on many building energy and architectural systems.

We understand that over time system operations changes, setpoints are adjusted, equipment go out of ‘tune’, equipment malfunctions, etc. To address the need to ensure energy systems are operating properly and efficiently, all of our retrocommissioning and commissioning projects include a plan for continuous commissioning and/or retro-commissioning. This is essential because the long term utility and O&M costs of a building exceed its construction costs.

L&S staff have received prior training in this area through the Building Commissioning Association offerings. In addition, Mr. Slosberg is a member of the Building Commissioning Association.

L&S staff have provided retro-commissioning and commissioning services on numerous projects within the past decade. The majority of these services have focused on energy systems and identifying installation and operating deficiencies and recommending mitigating steps to be taken to bring the systems back to proper or improved operation.

L&S provides a full range of services including:

  • L&S has provided technical review services, QA/QC and M&V support to NYSERDA and investor owned utilities for the past ten years. We are currently providing services throughout New York State. Our staff has experience in all facets of the program and we pride ourselves in providing prompt response to client requests and in keeping applicant projects on schedule. Seven of our staff members are experienced in all aspects of the program. We intend to train additional staff as needed. We have also reviewed Technical Assistance studies performed by others that have led to implementation applications.

    The projects we have been involved with have covered the gamut of energy conservation measures; lighting and lighting controls; motors, VSDs and EMS systems; cooling; and custom measures. The projects have been in all types of buildings including hospitals, nursing homes, schools, colleges, big box retail, supermarkets, small commercial chains, low rise and high rise office buildings, industrial plants, warehouses, restaurants and convenience stores.

    On many projects we are responsible for performing energy savings M&V on behalf of NYSERDA or the utility. L&S has the data loggers, monitoring equipment and instruments required to verify all types of conservation measures. Our in-house equipment inventory includes lighting loggers, occupancy loggers, temperature and humidity loggers, runtime loggers, amperage and power loggers and multi-channel data loggers capable of measuring three phase power and temperatures simultaneously.

    Accomplishments

    L&S has provided these services on over 350 task orders, covering over 800 individual building sites. These projects cover all types of technologies and host-site applications. The projects range geographically from NYC to Buffalo, demonstrating our ability to provide timely regional coverage.

    Industrial / Manufacturing Process Efficiency Technical Review Services

    L&S has provided technical services for industrial, manufacturing and process facilities though NYSERDA’s Industrial and Process Efficiency Program (IPE) and to participants in utility Programs. L&S serves a diverse range of facility types. Our work covers a multitude of technologies from less complex lighting to comprehensive process modifications. We provide a full range of technical review services that include site verifications, analysis review, M&V and reporting. We are currently providing these services throughout the northeast.

In addition, where feasible we use the facility’s process and control system to trend data that can be used in the analysis and evaluation of savings.

    In the past five years, L&S has provided services to 157 industrial and/or manufacturing facilities throughout NY.
